September 2013 Service Revision Proposal

In order to keep the network operating at an efficient level, officials at Spokane Transit have several different route and schedule changes they propose to make in September this year, when the Fall “Mark-Up” begins. For the most part, the major changes are focused on routes serving Spokane Valley. Below is a route by route list of the changes that are proposed.

• Route 21 – Schedule Change
  Change pull time from The Plaza to :20/:50 past the hour (currently :05/:35). Weekday interline changed to Route 94 (currently Route 45)
• Route 23 – Schedule Change
  Change pull time from The Plaza to :05/:35 past the hour (currently :20/:50).  Weekday interline changed to Route 45 (to 55th/Freya) for all trips. Mid-day frequency increased to every 30 minutes.
• Route 25 – Schedule Change
  Change pull time for weeknight trips from The Plaza to :20/:50 past the hour (currently :05/:35). The last two trips on weeknights at 10:20 and 11:20 will be extended to Hastings P&R.
• Route 29 – Schedule Change
  New morning trip added at 5:50 from The Plaza, which will continue as Route 32 from SCC.
• Route 32 – Schedule/Route Change
  Extra schedule padding (run time) added for all trips. Route is changed to have service on Mansfield Ave east of Pines Road (removing service on Indiana Ave between Pines Road and Mirabeau P&R), pending completion of Mansfield Ave extension.
• Route 33 – Schedule Change
  New morning trip added at 5:45 from Belt/Wellesley heading eastbound. Current eastbound trip leaving from Belt/Wellesley at 6:00 is moved to 6:15.
• Route 45 – Schedule Change
  Change pull time for weekday trips from The Plaza to :20/:50 past the hour (currently :05/:35). Pull time for Afternoon Peak-only trips to 57th/Perry from The Plaza changed to :05/:35 past the hour. First two AM trips inbound to The Plaza are changed from 57th/Perry to 55th/Freya EOL. Weekday interline changed to Route 23 for all trips (excluding peak-service buses to and from 57th/Perry).
• Route 90 – Schedule Change
  Change pull time for weekday trips from The Plaza to :05/:20/:35/:50 past the hour (currently :14/:29/:44/:59), with weekend trips changed to use same pull times (all four during daytime Saturday service, and :05/:35 during nighttime Saturday service and Sunday/Holiday service). At Valley TC, the interline for Route 90 with Routes 96/98 are swapped during night/weekends.
• Route 94 – Schedule/Route Change
  Change pull time for weekday trips from The Plaza to :05/:35 past the hour (currently :20/:50). Weekday interline changed to Route 21 for all trips. The EOL loop in Millwood is extended to the west, with the bus travelling north on Argonne, west on Euclid, north on Vista, east on Liberty, and then south on Argonne.
• Route 96 – Schedule/Route Change
  Extra schedule padding (run time) added for all trips. Route is changed to have bus serve McDonald Rd between Broadway Ave and Mission Ave, and then bus will cross I-90 on Pines Rd and head to Mirabeau P&R on Indiana Ave before continuing on to existing route to/from Spokane Industrial Park. Service is discontinued on Mission Ave east of McDonald Rd and Evergreen Rd south of Indiana Ave, with Mirabeau P&R being served in both directions on all trips. At Valley TC, the interline for Route 90 with Routes 96/98 are swapped during night/weekends.
• Route 97 – Schedule Change
  Extra schedule padding (run time) added for all trips. Current timepoint at 32nd/University is moved to 32nd/Pines.
• Route 98 – Schedule Change
  Extra schedule padding (run time) added for all trips. At Valley TC, the interline for Route 90 with Routes 96/98 are swapped during night/weekends.
• Route 124 – Schedule Change
  The 5:20 AM Peak trip from Hastings P&R now stops in Zone 1 at The Plaza and continues on as Route 173. The 5:27 and 5:57 PM Peak trips from Hastings P&R are shifted to 5:35 and 6:05 and continue on as Route 174 from Zone P at The Plaza, and the current 6:27 trip is deleted.
• Route 173 – Schedule Change
  The 5:25 AM Peak trip from VTC is changed to continue on as Route 29 from Zone 5 at The Plaza. A new trip is added during PM Peak, with the bus leaving The Plaza at 2:42 and leaving VTC at 3:17.
• Route 174 – Schedule Change
  The 5:12 AM Peak trip from The Plaza is shifted to 5:20. All AM Peak trips from 6:42 to 8:12 from The Plaza are modified to have trips currently bypassing Mirabeau P&R now stop there, and trips currently serving it now will bypass it. The 2:57 and 3:27 PM Peak trips from The Plaza are shifted to 2:42 and 3:12. A new trip from The Plaza is added at 5:42. The last two PM Peak trips at 5:57 and 6:27 are shifted to 6:05 and 6:35.

Keep in mind that this is just a preliminary proposal at this point. It’s very likely that this will be changed before it goes into effect during the September “Mark-Up.” On March 27, this will be presented for the public during the open house for the Downtown to Liberty Lake via Spokane Valley HPT Line (part of the “STA Moving Forward” plan). The open house will be at the Spokane Valley Mall 2-6PM next to the food court. Next month, the final draft recommendation will be published, and an open house will be held by STA on April 18th, with the final recommendation going to the board in May for final approval.
